Rebuilding the East Village - 311/365

In the past, the East Village was an area of town where you did not want to wander alone at night.  This was an area for drug deals, prostitution and had quite a few nooks for people with no homes to hide away.  In fact there are a number of organizations and shelters to help the homeless right near by.  The city decided to revitalize the area.  Now there are high end condo's a plenty going up all over the area.  Where are the old residents going to go?  Just because you decide to put up new buildings doesn't change the fact that their is a population with no fixed address and the same shelters will be staying.  I see a clash of cultures happening here....
